WLA-Harmony Instruction: Our guarantee of FAPE (Free and Appropriate Public Education) and School-Family Responsibilities for Student Success 

The Individuals with Disabilities Education Act (IDEA) is a federal law that gives students with disabilities the right to a Free and Appropriate Public Education (FAPE) in the Least Restrictive Environment (LRE) possible. Understanding how these terms apply to your child is crucial to obtaining the best available education.

Free & Appropriate Public Education (FAPE): An appropriate education may comprise education in regular classes, education in regular classes with the use of related aids and services, or special education and related services in separate classrooms for all or portions of the school day. To ensure an appropriate education for students, instructional standards may include:

• Core instruction (Tier 1) taught by a certified teacher, at grade-level, using the Utah Core Standards as a basis for curriculum
• Access to learning alongside non-disabled peers with an opportunity for feedback necessary for learning (student-to-teacher feedback, teacher-to-student feedback, student-to-student feedback).
• Intervention (Tier 2) taught by a certified teacher or a paraeducator under the supervision of a certified teacher with progress monitoring to determine student response to intervention.

Least Restrictive Environment (LRE): IDEA states that “children should be educated to the maximum extent possible alongside non-disabled peers, have access to the general education curriculum, and attend the same schools they would if they did not have a disability.”

General Education Curriculum: The goals and objectives (core standards) defined by the public agency (state of Utah and the Utah State Board of Education) and the corresponding materials, equipment and instructional strategies to accomplish the educational functions of the public agency for all enrolled pupils.

Wasatch Learning Academy defines instructional expectations and shared responsibilities for student learning as stated below:

Wasatch Connect

WLA provides:

• Synchronous, high-quality core instruction in Math, Language Arts, Science, and Social Studies
• Instruction delivered by a certified teacher and supported by educator support staff and/or Special Education staff, M-Th, in the AM
• Access to grade-level general education curriculum with opportunity for synchronous feedback and information from a certified teacher during daily class instruction and during teacher’s office hours
• Tier 2 Intervention services in Math and Literacy as appropriate
• IEP services and 504 plan as appropriate
• School social activities and grade-level field trips

• Technology (devices) provided, school supplies provided, and internet support as needed

• Access to Emotional and Behavioral supports including the school counselor
• Access to educational testing in math & literacy (Acadience [K-3], RISE [3-8], and KEEP [K])
• Access to Elective classes (Options Day, Music, PE, etc.)

Parent/Guardian provides:

• Access to a Learning Coach (critical for students in Elementary)
• An area in the home for focused learning, M-Th, in the AM
• Support of IEP or 504 accommodations as appropriate

Flex Direct

WLA/Harmony provides:

• Asynchronous instruction delivered by a certified teacher 4 times/week
• Access to grade-level general education curriculum with opportunity for synchronous feedback and information from a certified teacher during teacher’s office hours
• Assessments given biweekly and reported to Harmony/WLA
• IEP services or 504 plan as appropriate
• Weekly Question for attendance
• School social activities and grade-level field trips
• Access to Emotional and Behavioral supports including the school counselor
• Access to educational testing in math & literacy (Acadience [K-3], RISE [3-8], and KEEP [K]  

Parent/Guardian provides:

• Administration of biweekly assessments
• Support of IEP or 504 accommodations as appropriate
• Assurance of quality core instruction (appropriate time per week, appropriate curriculum, appropriate environment, etc.)

Flex Independent

WLA/Harmony provides:

• Access to grade-level general education curriculum
• Assessments given biweekly and reported to WLA/Harmony
• 504 plan as appropriate
• Weekly Question for attendance
• School social activities and grade-level field trips
• Access to Emotional and Behavioral supports including the school counselor
• Access to educational testing in math & literacy (Acadience [K-3], RISE [3-8], and KEEP [K]  

Parent/Guardian provides:

• Curriculum instruction (Tier 1)
• Administration of biweekly assessments
• Implementation of 504 accommodations
• Assurance of quality core instruction (appropriate time per week, appropriate curriculum, appropriate environment, etc.)

Portfolio

WLA/Harmony provides:

• Access to grade-level general education curriculum
• 504 plan as appropriate
• Weekly Question for attendance
• School social activities and grade-level field trips
• Access to Emotional and Behavioral supports including the school counselor
• Access to educational testing in math & literacy (Acadience [K-3], RISE [3-8], and KEEP [K]   

Parent/Guardian provides:

• Curriculum instruction (Tier 1)
• Quarterly reports of curriculum essentials taught to student(s) submitted to Harmony Ed
• Administration of biweekly assessments and reports to Harmony/WLA
• Implementation of 504 accommodations as appropriate under the guidance of assigned 504 case manager
• Assurance of quality core instruction (appropriate time per week, appropriate curriculum, appropriate environment, etc.)

Software Curriculum

WLA/Harmony provides:

• Access to grade-level general education curriculum
• 504 plan as appropriate
• School social activities and grade-level field trips
• Access to Emotional and Behavioral supports including the school counselor
• Access to educational testing in math & literacy (Acadience [K-3], RISE [3-8], and KEEP [K]

Parent/Guardian provides:

• Curriculum instruction (Tier 1)
• Weekly reports of curriculum essentials being taught to student(s)
• Administration of biweekly assessments and reports to Harmony/WLA
• Implementation of 504 accommodations as appropriate
